Abstract: การวิจัยครั้งนี้ มีจุดหมายเพื่อพัฒนารูปแบบการจัดระบบสารสนเทศเพื่อการบริหารโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดนครราชสีมา ตามแนวทางการพัฒนาระบบแบบวงจรชีวิต (The system development life cycle model) ซึ่งมีอยู่ 5 ขั้นตอนโดยการวิจัยครั้งนี้ดำเนินการเพียง 3 ขั้นตอน คือ 1) ขั้นการสำรวจระบบ 2) ขั้นวิเคราะห์ระบบ และ 3) ขั้นออกแบบระบบ กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ ได้แก่ ผู้บริหารโรงเรียน ครูผู้รับผิดชอบงาน สารสนเทศของโรงเรียน จำนวน 146 คน จากโรงเรียนประถมศึกษาในเขตจังหวัดนครราชสีมา จำนวน 73 โรงเรียน การวิจัยได้ดำเนินการตามขั้นตอน คือ สำรวจปัญหาของระบบสารสนเทศ นำปัญหาที่ได้จากการสำรวจมาวิเคราะห์ นำผลการวิเคราะห์มาสร้างรูปแบบระบบสารสนเทศ และให้ผู้เชี่ยวชาญ จำนวน 24 คน ตรวจสอบและประเมินโดยใช้เทคนิคเดลฟาย นำรูปแบบที่ปรับปรุงจากข้อคิดเห็นของผู้เชี่ยวชาญ มาใช้สอบถามกลุ่มตัวอย่างอีกครั้ง เพื่อสำรวจความคิดเห็นที่มีต่อรูปแบบของระบบสารสนเทศในโรงเรียนประถมศึกษา สังกัด สำนักงานการประถมศึกษาจังหวัดนครราชสีมา สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ การแจกแจงความถี่ ค่าร้อยละ ค่าเบี่ยงเบนมาตรฐาน ค่ามัฐยฐาน และพิสัยระหว่างควอไทล์ ผลการวิจัย พบว่า ระบบสารสนเทศของโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดนครราชสีมา ควรมีการดำเนินงาน 3 ด้านดังต่อไปนี้ 1. ด้านปัจจัย ควรมีการแต่งตั้งและพัฒนาครูผู้รับผิดชอบงานด้านข้อมูลสารสนเทศ ของโรงเรียน สร้างความเข้าใจให้คณะครูทราบถึงความจำเป็นต้องมีและใช้ข้อมูลสารสนเทศ จัดสรรงบประมาณ สนับสนุนการดำเนินงาน จัดสร้างศูนย์สารสนเทศของโรงเรียน จัดหาวัสดุ อุปกรณ์และเครื่องอำนวยความสะดวกในการจัดระบบสารสนเทศ 2. ด้านกระบวนการ ผู้บริหารและคณะครูควรร่วมกันกำหนดขอบข่ายข้อมูล สารสนเทศของโรงเรียน แหล่งข้อมูล การวางแผนและสร้างเครื่องมือในการเก็บรวบรวมข้อมูล จัดทำรหัสแฟ้มข้อมูลในการจัดเก็บ วิเคราะห์ข้อมูลก่อนนำไปใช้ และทำการประเมินผลการดำเนินงานทุกภาคเรียน สำหรับครูผู้รับผิดชอบ ต้องตรวจสอบความถูกต้องของข้อมูล ทำการประมวลผล จัดเก็บ และปรับปรุงแก้ไขข้อมูลสารสนเทศให้เป็นปัจจุบัน ตรงกับความต้องการ ใช้งาน และควรให้กรรมการสถานศึกษามีส่วนร่วมในการจัดหา นำไปใช้และประเมินผลการดำเนินงาน 3. ด้านผลผลิต ข้อมูลสารสนเทศของโรงเรียน ควรเป็นข้อมูลที่ผ่านการประมวลผล ซึ่งประกอบด้วย ข้อมูลสารสนเทศเกี่ยวกับนักเรียน ครู และโรงเรียน ที่ครอบคลุมภาระงานตามบทบาทหน้าที่ของโรงเรียน สอดคล้องกับนโยบายของรัฐ บริบทของโรงเรียนและความต้องการ ของชุมชน Purpose : The purpose of the study was to develop the pattern of the management information systems in primary schools under the Primary Education Office in Nakhon Ratchasima by using the five steps of the system development life cycle model. The procedure was limited for three steps as follows : 1) system survey, 2) system analysis, and 3) system design. Procedure : There are three steps as follows. Step 1. System Survey : One hundred and forty-six samples were selected from seventy - three primary schools. The samples were administrators and teachers who were responsible for the school management information systems (SMIS). Questionnaires were used to survey the problems of the SMIS. Step 2. System Analysis : The information from step 1, then, was analyzed by the researcher using system theory in three categories : input, process, and output. Step 3. System Design : The twenty - four experts were selected to examine the information proposed by the researcher using the Delphi technique. Medians and quartiles were used to analyze data. The pattern of the management information system was then developed by the researcher. The system developed was evaluated by 18 administrators and 18 teachers who are responsible for the SMIS. Result : The result of the study was that the three categories should be emphasized to promote the efficiency of the SMIS : 1. Input : The school administrators should support inputs for the SMIS such as; appointing a committee responsible for the SMIS, making understanding the necessity and using of school information, providing computers in the offices, and developing personal skills to handle the SMIS. 2. Process : The school administrators and teachers should involve in developing the SMIS. They should specify the scope of school information, source of data, planning in collecting data, developing questionnaire, and analyzing information before using. The SMIS personnels should analyze the correction of the data, process, store, and update the data. The school should allow the school committee to involve in collecting, utilizing, and evaluating the data. 3. Output : The school information should be included the students, teachers, and school information covered all schools tasks which harmonize with the government policy and the community needs.
